Supporting Albania’s water negotiations and investment planning
SETEC, in consortium with Sweco (Germany), has been awarded a contract to support Albania in preparing for accession negotiations with the European Union in the water sector and in programming the major investments that this will require. Financed by the Swedish International Development Cooperation Agency (SIDA), the Water Negotiations and Investment Planning Support project is overseen by the Ministry of Infrastructure and Energy and managed by the Albanian National Agency of Water Supply, Sewerage and Waste Infrastructure (AKUM). The contract is of thirty months’ duration.
The project is concerned primarily with
the Urban Waste Water Treatment Directive and
the Drinking Water Directive
The aims are
to bring Albania’s water legislation to the point where it transposes in full the requirements of these Directives;
to develop specific implementation plans for each Directive;
to prepare a programme of investments in infrastructure to achieve compliance with the requirements of each Directive; and
to deliver a programme of capacity-development measures, oriented primarily at the skills needed for implementation planning of the type described above.
The project will also develop a national sludge management strategy to complement the implementation plans.
